Churchill and Blakedown Neighbourhood Plan

Referendum

A referendum relating to Churchill and Blakedown Neighbourhood Plan was held on Thursday 4 May 2017, when parishioners were asked “Do you want Wyre Forest District Council to use the Neighbourhood Plan for Churchill & Blakedown to help it decide planning applications in the neighbourhood area?”

The referendum was conducted in accordance with procedures similar to those used at local government elections.

Electors voted in favour of the plan with 87.8% per cent of voters saying ‘YES’.  There was a 39.62% per cent turnout. 

Examiner's Report

The Examiner's Report for the Churchill and Blakedown Neighbourhood Plan was received on Monday 13th February 2017. It concluded that with some minor amendments the Plan meets the Basic Conditions and can progress to a local referendum. The report concluded that the referendum area should be the designated Neighbourhood Area which is the Parish of Churchill and Blakedown.

The independent examiner's report was considered by the District Council and it was decided that minor modifications should be made to the Churchill and Blakedown Neighbourhood Plan, as set out in the examiner's report, and proceed through referendum.

Publication

The Churchill and Blakedown Neighbourhood Plan was originally submitted to Wyre Forest District Council on Tuesday 26th April 2016. Wyre Forest District Council undertook a consultation period between 20th May and 1st July 2016 and then appointed Ann Skippers BSc (Hons) MRTPI FHEA FRSA to examine the Neighbourhood Plan.

Churchill and Blakedown Parish Council withdrew their original Neighbourhood Plan on 8th November 2016 to allow for additional work to be undertaken. The Plan was re-submitted to Wyre Forest District Council on Monday 28 November 2016.

Wyre Forest District Council consulted on the Plan from Wednesday 30th November 2016 until Wednesday 25th January 2017. The Neighbourhood Plan was then resubmitted to the appointed independent examiner, Ann Skippers BSc (Hons) MRTPI FHEA FRSA. The independent examiner concluded that, with modifications, the Neighbourhood Plan met the Basic Conditions.

Consultation on Draft Neighbourhood Plan

Churchill and Blakedown Parish consulted on their draft Neighbourhood Plan between 1st November 2015 and 13th December 2015.

Area Designation

Following an application made by the Parish Council, Wyre Forest District Council has designated the Parish of Churchill and Blakedown a Neighbourhood Area for the purposes of Neighbourhood Planning.  The District Council held a six week consultation on the designation between Thursday 3rd January and Thursday 14th February 2013.  No responses were received.
